Personnel Services Get MobileHuman resources and personnel services seemed to be linked and often thought to be one of the same. Not too long ago the personnel manager was responsible for staff recruitment and the overall personnel activity. Staff training was undertaken by departmental managers and employment law was quite clear and defined. New words came into the personnel manager's vocabulary such as ' streamlining ' and ' downsizing '.
